How do I train a puppy not to run away?

I just got a male Blue Heeler puppy.
I want to be able to play fetch with him in a park nearby but i don’t want him to run away when he’s not on a leash.
How should i train him so he won’t run away?

You can’t have an off leash trained dog before you have an on leash trained dog. Start leash work and you shouldn’t have your puppy off leash in any public place for a good while until you’ve done lots of leash training

Well the issue is he does have to have a leash a lot at first. Animals(usually) instinct is to run. Not to hurt anyone but to extend thier area and explore. Sadly they can’t do this because of cars, bad people, and other issues. Leash him for a while. Then when you think it is time, take him off the leash but be ready to run just in case….
